The California Urban Water Management Planning Act requires all water providers that have 3,000 or more service connections or supply more than 3,000 acre-feet of water annually to prepare and adopt an Urban Water Management Plan (UWMP) every five years and submit to the California Department of Water Resources. The UWMP includes a brief overview of the District’s history, demographics, water supply sources, water demand, reliability and water shortage contingency planning and conservation measures. The West Kern Water District’s 2025 Urban Water Management Plan is a management tool, providing a framework for action. It is important this Plan be viewed as a long-term, general planning document, rather than as an exact blueprint for supply and demand management. Water management in California is not a matter of certainty. Planning projections may change in response to a number of factors. From this perspective, it is appropriate to look at the Plan as a general planning framework, not a specific action plan.
