The California Urban Water Management Planning Act requires all water providers that have 3,000 or more service connections or annualy supply more than 3,000 acre-feet of water to prepare and adopt an Urban Water Management Plan (UWMP) every five years. West Kern Water District is required to prepare and submit this plan to the California Department of Water Resources. The District has prepared its draft of the 2025 UWMP update which is open for public review and comment until 6/23/2026. The UWMP includes a brief overview of the District’s history, demographics, water supply sources, water demand, reliability and water shortage contingency planning and conservation measures. The West Kern Water District’s 2025 Urban Water Management Plan is a management tool, providing a framework for action. It is important this Plan be viewed as a long-term, general planning document, rather than as an exact blueprint for supply and demand management. Water management in California is not a matter of certainty. Planning projections may change in response to a number of factors. From this perspective, it is appropriate to look at the Plan as a general planning framework, not a specific action plan.
